The historical role of medieval Muslim rulers in shaping Bengali culture.
Muslim rule in medieval Bengal is broadly categorized into two distinct eras: the Independent Sultanate period and the Mughal period. Under the Sultanate, Bengal functioned as a powerful, prosperous, and sovereign entity separate from Hindustan, ranking among the world’s premier powers in both economic output and military capability. Conversely, during the Mughal era, Bengal lost its independence and sovereignty, being reduced to a subah (province) within the broader Mughal Empire.
Sultanate of Bengal – Bengali Sultanate
During the Sultanate period, extensive and revolutionary progress was made in every sphere of Bengali life—including language, attire, culinary habits, literature, culture, architecture, trade and commerce, agriculture, industry, and warfare. However, any discussion on the contributions of the Sultanate period to the lives of Bengalis must begin with the Bengali identity, the Bengali language, and Bengali literature.

Shah-i-Bangala Iliyas Shah: The Father of Bengali Identity
Although the ethnological composition of the Bengali people traces back to antiquity, the political formulation of the ‘Bengali’ identity crystallized during the medieval era. The central architect of this watershed historical achievement was Sultan Shamsuddin Iliyas Shah.
Prior to the reign of Iliyas Shah, Bengal was fragmented into distinct micro-regions, including Rarh, Gauda, Pundra, Vanga, Samatata, and Harikela. Following his accession to the throne of Lakhnauti in 1342 CE, he systematically annexed Satgaon and Sonargaon. By 1352 CE, he brought the entirety of Bengal under a unified administrative framework, integrating these disparate polities to establish a sovereign state designated as ‘Bangalah’. Thenceforth, the nomenclature ‘Bangla’ became firmly entrenched as the designation of a unified geo-political entity, subsequently recognized as a distinct region by contemporary foreign chroniclers and travelers.
Sultan Shamsuddin Iliyas Shah assumed the sovereign titles ‘Shah-i-Bangalah’ (Emperor of Bengal) and ‘Sultan-i-Bangaliyan’ (Sultan of the Bengalis), officially designating the populace of this undivided state as Bengalis. Through this statecraft, Iliyas Shah institutionalized and politically transformed the sociolinguistic identity of the inhabitants of the Bengal region. From that nexus point forward, observers across the Indian subcontinent and beyond began recognizing the residents of this domain as Bengalis.
Language constitutes the bedrock of state-building. Recognizing this, Iliyas Shah mandated the execution of official state affairs in the Bengali language, thereby initiating a process of ethno-linguistic consolidation. It was under his reign that the Bengalis first coalesced as a distinct ethnolinguistic nation. Successive Sultans of Bengal consistently adopted the ‘Bengali’ designation. This identity was embraced not only by the monarchs, but also by the state’s political elite and bureaucracy—regardless of their ancestral origins, be they Arab, Turkic, Pashtun, Balochi, Iranian, or Tajik. On the global stage, they projected a collective ‘Bengali’ identity, while the military forces of the state acquired widespread renown across India and abroad as the ‘Paik-i-Bangalah’. Crucially, affiliation with the Bengali domain superseded ancestral or ethnic lineage.
In essence, ‘Bengali’ emerged as the civic identity for the denizens of Sultanate Bengal. Any individual who resided within Bengal and assimilated into its land, populace, language, environment, and cultural milieu was subsumed under the rubric of Bengali identity. Consequently, all inhabitants across Bengal—spanning Hindus, Muslims, Buddhists, Brahmins, and marginalized castes alike—were synthesized into a unified civic body recognized globally as Bengalis.
Bengali Language and Literature
The unforgettable contribution of Bengal’s Muslim Sultans and literary patrons to the development and expansion of the Bengali language and literature is an integral part of Bengal’s history. Indeed, it was under their patronage that the Bengali language broke free from constraints and its literary growth was accelerated.
During the Pala period, literary creation in Bengali began through the influence of Buddhism. However, under the Senas, literature in the Bengali language came to a halt. Regarding this, the polymath and scholar Dr. Muhammad Shahidullah remarked: “We do not find any Bengali literature from the Hindu era. The Hindu Sena kings were patrons of Sanskrit. Likely because of its association with non-Brahmanical religions, they held a hostility toward the Bengali language.”
Under the Brahmanical Sena kings, Bengali was despised as a language of the common folk, and its use in official affairs was shunned. Cultivating Bengali was condemned by the Brahmins. Taking blessings from Bengali speakers was even prohibited:
“Aashirbaadam na griheeyam purvabanga nivasitah Shatayuriti vaktavya hatayurbarditiyatah” (Do not accept blessings from an inhabitant of East Bengal; when they try to say ‘may you live a hundred years’ [Shatayu], they end up saying ‘may your life be cut short’ [Hatayu].)
The language was so disparaged in their eyes that reading or listening to the eighteen Puranas or the life of Rama in Bengali was believed to lead to damnation:
“Ashtadasha puranani ramasya charitanicha Bhashayam manavah shrutva rauravam narakam vrajet” (If a person hears the eighteen Puranas and the life of Rama in the vernacular [Bengali] language, they shall be cast into the Raurava hell.)
Muslim Sultans initiated the use of Bengali in state administration. Under their aegis, the language underwent rapid enrichment. Thousands of Arabic, Persian, and Turkic words became permanently integrated into Bengali, expanding its vocabulary.
Linguist Dinesh Chandra Sen wrote:
“…Just as a diamond lies in a coal mine awaiting the jeweler, or a pearl hides inside an oyster awaiting the diver, the Bengali language was waiting for an auspicious moment. The Muslim conquest brought that very opportunity. The region of Gauda came under Muslim rule. Regardless of whether they originated from Iran or Turan, upon conquering Bengal, they embraced the Bengali identity.
Bengali was certainly spoken in this land long before, even during the time of the Buddha, as evidenced in the Lalitavistara. However, it would not be an exaggeration to state that Bengali literature was virtually a creation of the Muslims…”
Under royal decree, the Ramayana and the Mahabharata were translated into Bengali. During the Sena period, Brahmanical oppression had halted literary works in Bengali, forcing the Charyapada to leave the soil of Bengal and take refuge with the royal court of Nepal. Edicts had warned that reading scriptures in Bengali would lead to hell. Yet, with the orders, encouragement, and financial patronage of Bengal’s Muslim Sultans, numerous epics, literary works, and Mangalkavyas began to flourish in the Bengali language.
Dinesh Chandra Sen further observed:
“…Upon hearing the order that scriptures must be composed in the vernacular language, the scholars’ faces turned pale. The sacred language of the gods had to be written in the language of the masses, placing the commoner on the same platform as the Brahmin! But what hundreds of Kulluka Bhattas and Raghunandans could not achieve over centuries through their treatises was accomplished in a single day by the decree of the Emperor—such is the irresistible force of royal power. Out of sheer necessity, the Brahmins had to comply. As mentioned in the Paragali Mahabharata:
‘Sreeyuta Nayaka se je Nasarat Khan, Rachaila panchali se gunera nidhana.’ (The esteemed leader Nasarat Khan caused this treasury of verse to be composed.)
This proves that Nasrat Shah, son of Hussain Shah, commissioned the Bengali translation of the Mahabharata.
…Kavindra Parameshwar was highly proficient in Sanskrit and translated the Mahabharata up to the Stri Parva. Paragal Khan’s valiant son, Chhoti Khan, had the Ashvamedha Parva of the Mahabharata translated through Shri Karan Nandi.”
The poet Krittibas, author of the Bengali Ramayana, noted in his autobiography that he visited the court of a ruler of Gauda, received a grand reception, and was commissioned by the ruler to write the Ramayana in Bengali. This sovereign was Sultan Rukunuddin Barbak Shah.
Maladhar Basu, composer of the famous Bengali poem Shrikrishnavijaya, stated in his work that Sultan Rukunuddin Barbak Shah bestowed upon him the title “Gunaraj Khan”.
In Padachandrika, Brihaspati wrote that he received the title ‘Panditsarbabhauma’ from Sultan Rukunuddin Barbak Shah. The Sultan presented him with a radiant jeweled necklace, two glowing earrings, gem-studded rings for all ten fingers, had him anointed with water from golden pitchers while mounted on an elephant, and granted him a ceremonial umbrella, a horse, and the title ‘Rayamukuta’.
Brihaspati Mishra was a renowned scholar and author of commentaries on the Gitagovinda, Kumarasambhava, Raghuvamsha, Shishupalavadha, Amarakosha, and Smritiratnahara. His most famous work was Padachandrika, a commentary on the Amarakosha. His early works were written during the reign of Sultan Jalaluddin Muhammad Shah; Jalaluddin’s general, Raya Rajyadhara, was his disciple and patron. Brihaspati was also honored by Jalaluddin and mentioned the Sultan’s name in Smritiratnahara.
Among the poets whose Kalikamangal or Vidyasundar epics have been recovered, Dwij Sridhar Kaviraj is chronologically the earliest. He composed his work under the patronage and command of Firoz Shah, son of Sultan Nasrat Shah; a fragmentary manuscript of this work survives.
A fragmentary manuscript of a Vidyasundar written by Sabirid Khan, a Muslim poet, has also been found. Its language is quite archaic and modeled after Dwij Sridhar’s work. Additionally, a poet named Govindadas from Chittagong composed a Kalikamangal in 1605–06 CE (1527 Saka era).
This era saw the emergence of numerous Muslim writers in Bengali literature, connecting Bengali with the rich traditions of Persian literature. Drawing upon foundational elements of Islamic culture—such as the Quran and Hadith—Muslim authors created translation literature, romantic ballads, biographical works, Sufi literature, Jangnama (epic battle poetry), and Sawal literature.
A major focus for medieval Muslim writers was propagating the core teachings of Islam. By addressing ignorance about Islam and weaving religious themes into their works, they enriched Bengali literature. They translated Islamic religious concepts, expanding devotional literature.
Alongside Hindu literature depicting the divine love of Radha and Krishna, society gained access to Arabic-inspired romantic epics, such as Shah Muhammad Saghir’s Yusuf-Zulaikha. Zainuddin’s Rasul Vijay also achieved immense popularity.
Muslim poets went on to compose works like Madhumalati, Vidyasundar, Laila Majnu, and Saiful Mulk Badiujjamal. The epic poet Alaol adapted Malik Muhammad Jayasi’s work to write the famous Padmavati.
Among the notable Muslim authors who made significant contributions to medieval Bengali literature were Sheikh Faizullah, Sabirid Khan, Daulat Uzir Bahram Khan, Muhammad Kabir, Dona Gazi, Kazi Daulat, Nawazish Khan, Sharif Shah, Abdul Hakim, Syed Hamza, Fakir Garibullah, Abdur Razzaq, and Sheikh Paran. Over one hundred Muslim writers contributed to medieval Bengali literature, elevating the language and its literary traditions to international prominence.
Attires and Culinary Habits
During the Sultanate period, a revolutionary transformation took place in the attire of Bengalis. Prior to this, the use of stitched clothing and needlework was largely unknown in Bengal as well as across India. During the Sultanate era, stitched garments were introduced to Bengal through Muslim tailors arriving from the Middle East. Aristocratic Bengali Hindu families associated with the Sultan’s court also began wearing stitched clothes.
Through their service in the royal courts of the Sultans, Turco-Iranian culinary styles also gained familiarity and popularity among the Hindu aristocracy.
Agriculture
During the Sultanate era, Muslim Sufis and Dervishes arriving from the Middle East for proselytization actively encouraged the marginalized local populace to engage in agrarian pursuits to ameliorate their economic standing. Under their impetus and guidance, extensive tracts of dense forest across Bengal were systematically deforested and reclaimed for agricultural settlement. This agrarian expansion precipitated significant agricultural development, leading to a substantial surge in crop yields, particularly rice production. Attracted by the prospect of arable land, influxes of migrants settled in Bengal, thereby causing the region’s demographic density to escalate relative to other parts of the Indian subcontinent from this period onward.
The Paper Industry
Previously, writing was done on palm leaves and tree bark; the technique of papermaking was unknown to Bengalis. Bengalis first came to learn about paper upon seeing the Holy Quran written on paper carried by Muslim preachers. Under the initiative of the Sultans, papermaking factories were established in Bengal. High-quality paper was manufactured from the bark of mulberry trees in Pandua. “Chinese travelers wrote that excellent paper was made in Bengal from the bark of mulberry trees. It was very white in color and as smooth as deer hide.”
Weaponry & Munitions Industry
Bengalis were the first in India to master the use of firearms, gunpowder, cannons, and guns—the primary implements of modern warfare. Well before Babur’s invasion of India at the Battle of Panipat, around 1500 CE, Bengali soldiers had already learned to operate guns and artillery. The Bengal Sultanate possessed a highly skilled and well-organized military force comprising cavalry, infantry, war elephants, a navy, and an artillery division. According to Dr. Ramesh Chandra Majumdar, “Firearms, cannons, and guns were utilized in warfare in Bengal before the end of the first quarter of the sixteenth century. At that time, these were not yet in practice in any other region of North India.” Consequently, artillery became a crucial branch of the military.
The Portuguese historian João de Barros remarked that Bengal’s military dominance over Arakan and Tripura was owed to its efficient artillery. The artillery corps deployed cannons and firearms of various sizes, while the Paiks formed an essential component of Bengal’s infantry during this period.
The specialized expertise of Bengali infantry in operating guns and cannons caught the attention of the Mughal Emperor Babur. “From May 2 to May 6, 1529, Babur’s forces engaged in battle with the Bengali army. The troops of Bengal fought admirably; Babur was impressed by their marksmanship and skill in handling artillery. He observed that the Bengalis possessed such mastery over cannon fire that they could overwhelm enemies even without precise aiming. Twice, the Bengalis defeated Babur’s forces. However, they could not hold out in the end; due to the superior numbers and strength of Babur’s army, the Mughals ultimately emerged victorious. Toward the end of the battle, Basanta Ray, a famous Hindu hero of Bengal, was killed alongside his retinue at the hands of Babur’s soldiers.”
Architecture and Urban Planning
The Sultans of Bengal were also great builders. Sultan Haji Shamsuddin Iliyas Shah founded the towns of Hajipur (Bihar) and Shamsuddipur (Samastipur). Additionally, he constructed a public bathhouse (Hammamkhana) modeled after the Shamsi Hammamkhana of Delhi.
Numerous mosques, madrasas, minarets, forts, and palaces were erected across the region. The cities of Sultanate Bengal—most notably the royal capitals of Gaur and Pandua—were built in a distinct medieval architectural style. The Adina Mosque, constructed in Pandua, was the largest mosque in the Indian subcontinent and among the grandest in the entire Islamic world at the time.
By 1500 CE, the capital city of Gaur ranked as the world’s fifth most populous city, following Beijing, Vijayanagara, Cairo, and Guangzhou. The urban architecture of the Sultanate drew upon Arab, Bengali, Persian, Indo-Turkic, and Byzantine traditions.
The use of arches in constructing doors, windows, staircases, and bridges began during this period; prior to this, arched architectural techniques were unknown to Bengalis as well as Indians.
From the 15th century onward, house roofs in Bengal began to be cast using a mixture of lime and pulverized brick dust (Chun-surki), a technique for cast roofing that remained unknown across the rest of India at the time. This Bengali method of cast roofing was later widely replicated across the Mughal Empire and in the Rajput states of northwestern India. As a legacy of this engineering prowess, skilled Bengali masons from Malda and Murshidabad remain renowned and in high demand across the Indian subcontinent, the Middle East, and the Indian Ocean rim to this day.
Since high-quality building stone was scarce in Bengal, early Sultanate architecture combined stone elements with terracotta artwork to adorn royal palaces. Over time, terracotta ornamentation became the primary decorative medium. Geometric patterns, floral motifs, and foliage crafted from terracotta were extensively used to embellish palaces, mosques, and mausoleums. Under the patronage of the Sultans, this indigenous artistic tradition attained widespread popularity and peak refinement. Subsequently, terracotta ornamentation began to be incorporated into Hindu temples as well. The stunning terracotta motifs adorning the 17th-century Hindu temples of Bishnupur in Bankura are believed to have originated from this historical synthesis.
In accounts written by Chinese travelers in the early 15th century, the Sultan’s palace in the capital city of Pandua is described as follows: “The pillars were carved with figures of flowers and animals. The building was immense and soaring. Passing through three outer gates led to nine inner courtyards. The verandas flanking the audience hall were so vast and wide that a thousand fully armored cavalrymen, alongside infantry bearing swords, bows, and arrows, could assemble there. In the courtyard stood a hundred attendants holding parasols made of peacock feathers, while inside the grand court stood 100 soldiers mounted on elephants. Several hundred elephants were drawn up in rows before the courtyard.”
Foreign Relations and Diplomacy
Sovereign Bengal maintained robust international relations. The Bengal Sultanate exchanged diplomatic envoys with nations across China, Europe, Africa, Central Asia, South Asia, and Southeast Asia. Diplomatic alliances helped Bengal thwart military invasions from neighboring realms. For instance, the Timurid ruler of Herat and the Ming Emperor of China intervened diplomatically to end hostilities between the Bengal Sultanate and the Jaunpur Sultanate. Bengal was also actively engaged in regional maritime statecraft; Bengali diplomatic vessels transported envoys from Brunei and Aceh (Sumatra) alongside its own delegations to the Ming court in China.
The Sultanate maintained high-level diplomatic ties with China. Embassies were exchanged regularly between the royal courts of Gaur/Pandua and Nanjing/Beijing. Notably, Sultan Saifuddin Hamza Shah sent a live giraffe (acquired from East Africa) as a diplomatic gift to the Yongle Emperor of the Ming Dynasty in 1414, which Chinese chroniclers documented as a mythical Qilin.

Bengal served as a crucial hub connecting the Indian Ocean trade network, maintaining active maritime links with Malacca, Sumatra, the Persian Gulf, and the Swahili Coast. Bengal granted authorization to Portuguese ambassadors to establish commercial trading posts.
The Sultanate of Bengal established diplomatic relations with the Mamluk Sultanate of Egypt, the Abbasid Caliphate in Cairo, and the Ottoman Empire, securing trade rights and religious legitimacy. In the Middle East, Sultan Al-Ashraf Barsbay of Mamluk Egypt dispatched a robe of honor and a formal letter of recognition to the Sultan of Bengal. Historical records also document the presence of ambassadors from the East African city-state of Malindi at the Bengali court. These East African envoys presented a live giraffe to the Sultan of Bengal—an exotic gift that was subsequently noted by Chinese diplomats visiting Bengal. Furthermore, evidence confirms active diplomatic correspondence between Sultan Jalaluddin Muhammad Shah of Bengal and Sultan Shahrukh Mirza of the Timurid Empire in Central Asia.
ব্যবসা-বানিজ্য
কোন এক অজানা কারনে পাল এবং সেন যুগের মুদ্রা পাওয়া যায় না। মুদ্রার ব্যবহার কমই ছিল। কড়ির ব্যবহার ও বিনিময় প্রথার মাধ্যমে ব্যবসা চলত, তাতে ব্যবসা-বানিজ্যে, বিশেষত বৈদেশিক বানিজ্যের ক্ষতি হতো। বাংলার সুলতানরা স্বর্ন মুদ্রা দিনারের পাশাপাশি রৌপ মুদ্রা টংকা-র প্রচলন করেন। টংকা থেকেই টাকার উতপত্তি। টংকা প্রচলনের ফলে ব্যবসা-বাণিজ্যে উন্নতি হয়, বিশেষত বৈদেশিক বাণিজ্যের ক্ষেত্রে অনেক সুবিধা হয়ে যায়।
দক্ষিণ-পূর্ব এশিয়ায়, ইউরোপীয় বিবরণগুলি মতে মালাক্কা সুলতানিতে বিপুল সংখ্যক বাঙালি বণিকের উপস্থিতির প্রমান পাওয়া যায়। বণিকরা অনেক জাহাজের মালিক ছিল।
বাংলা সালতানাত মধ্যযুগীয় বিশ্বের অন্যতম প্রধান বাণিজ্যিক দেশ হিসাবে পরিচিতি লাভ করে ছিল। পান্ডুয়া ছিল কাপড় এবং মদ রফতানির কেন্দ্র। পান্ডুয়ায় অন্তত ছয় প্রকারের সূক্ষ্ম মসলিন এবং চার ধরনের মদ পাওয়া যেতো। লাক্ষা এবং রেশম শিল্পেরও উল্লেখ আছে । চিনা পর্যটক মা হুয়ানের বর্ণনাতে সমৃদ্ধ জাহাজ নির্মাণ শিল্পের সাক্ষ্য রয়েছে। মসলিন, রেশম এবং বিভিন্ন কারুশিল্প বাংলা থেকে চীনে রফতানি করা হত। ইউরোপীয় ভ্রমণকারীদের বর্ণনায় মালাক্কায় বিপুল সংখ্যক ধনী বাঙালি বণিক এবং জাহাজের মালিকের উপস্থিতির প্রমাণ দেয়, বাংলা ছিল এক বৃহৎ বাণীজ্যকেন্দ্র। বিভিন্ন দেশ থেকে বাংলায় ঘোড়া আমদানি করা হতো এবং চীনে রফতানি করা হতো। বাংলায় একটি জোরদার নদীকেন্দ্রিক জাহাজ নির্মাণের ঐতিহ্য বিদ্যমান ছিল। গঙ্গা বদ্বীপে সালতানতের নৌ বাহিনীর জাহাজ নির্মাণের ঐতিহ্যের প্রমাণ পাওয়া যায়। তুরস্কের ওসমানিয় খলিফারা বাংলা থেকে তাদের জন্য যুদ্ধ জাহাজ তৈরি করাত। তুরস্কের যাদুঘরে ১২৪টি কামান সহ একটি যুদ্ধ জাহাজের মডেল প্রদর্শনের জন্য রাখা আছে, মূল জাহাজটি বাংলার চট্টগ্রাম বন্দরের কারখানায় তৈরি করা হয়েছিল। বঙ্গ ও মালদ্বীপের মধ্যে ধান এবং গাভী বিক্রয়ের বাণিজ্য চলত। চীনা বিবরণগুলি থেকে জানা যায় দক্ষিণ পূর্ব এশীয় সাগরে সেই দশকগুলিতে বাংলার জাহাজগুলো ছিল সবচেয়ে বড়।
সোনার বাংলা
সুলতানি আমলে বাংলার ঐশ্বর্য ও সম্পদ প্রবাদ বাক্যে পরিণত হয়েছিল। মধ্যযুগের বাংলা সাহিত্যে ধনী নাগরিকদের বর্ণনায় বিস্তৃত প্রাসাদ, মণিমুক্তাখচিত বসনভূষণ, এবং স্বর্ণ, রৌপ্য ও মূল্যবান রত্নের ছড়াছড়ি। বৈদেশিক বর্ণনায়ও এর সমর্থন পাওয়া যায়। পঞ্চদশ শতকে চীনা রাজদূতেরা বাংলায় এসেছিলেন। তাদের বিবরণ থেকে এদেশের সম্পদের পরিচয় পাওয়া যায়। ভোজনের শেষে চীনা রাজদূতকে সোনার বাটি, পিকদানি, সুরাপাত্র ও কোমরবন্ধ এবং সহকারীদের ঐ সব রূপার দ্রব্য, কর্মচারীদেরকে সোনার ঘন্টা ও সৈন্যদেরকে রূপার মুদ্রা উপহার দেওয়া হয়েছিল। এদেশে কৃষিজাত সম্পদের প্রাচুর্য ছিল এবং ব্যবসা বাণিজ্যেও অনেক আয় উপর্জন হত। পোশাক-পরিচ্ছদ ও মণিমুক্তাখচিত অলঙ্কারে এই ঐশ্বর্যের পরিচয় পেয়ে চীনাদূতেরা বিস্মিত হয়েছিলেন। ‘তারিখ-ই-ফিরিশতা’ ও ‘রিয়াজ-উস সলাতীনে’ আছে যে সে সময়কার গৌড় ও পূর্ববঙ্গে ধনী লোকেরা সোনার থালায় খেত। সুলতান আলাউদ্দীন হোসেন শাহ (ষোড়শ শতক) গৌড়ের লুণ্ঠনকারীদের বধ করে ১৩০০ সোনার খালা ও বহু ধনরত্ব পেয়েছিলেন।
জনকল্যান
সুলতান সৈফুদ্দীন ফিরোজ শাহ তাঁহার বীরত্ব, ব্যক্তিত্ব, মহত্ব ও দয়ালুতার জন্য প্রশংসিত হয়েছেন। ‘রিয়াজ-উস্-সলাতীন’-এর মতে “তিনি বহু প্রজাহিতকর কাজ করিয়াছিলেন ; তিনি এত বেশি দান করিতেন যে পূর্ববর্তী রাজাদের সঞ্চিত সমস্ত ধনদৌলত তিনি নিঃশেষ করিয়া ফেলিয়াছিলেন ; কথিত আছে একবার তিনি এক দিনেই এক লাখ টাকা দান করিয়াছিলেন ; তাঁহার অমাত্যেরা এই মুক্তহস্ত দান পছন্দ করেন নাই ; তাঁহারা একদিন ফিরোজ শাহের সামনে একলক্ষ টাকা মাটিতে স্তূপীকৃত করিয়া তাঁহাকে ঐ অর্থের পরিমাণ বুঝাইবার চেষ্টা করিয়াছিলেন। কিন্তু ফিরোজ শাহের নিকট এক লক্ষ টাকার পরিমাণ খুবই কম বলিয়া মনে হয় এবং তিনি এক লক্ষের পরিবর্তে দুই লক্ষ টাকা দরিদ্রদের দান করিতে বলেন।”
উদার ধর্মনিরপেক্ষ শাসন ব্যবস্থা
বাংলার সুলতানরা যে উদার ও অসাম্প্রদায়িক মনোভাব সম্পন্ন ছিলেন, তাহার প্রমাণ পাওয়া যায় হিন্দু কবি-পণ্ডিতদের পৃষ্ঠপোষকতা থেকে। মুসলমান সুলতানদের আমলে শুধু মুসলমানরা নয়, হিন্দুরাও শাসনকার্যে গুরুত্বপূর্ণ অংশ স্থান করতেন। এমন কি, তাঁরা বহু মুসলমান কর্মচারীর উপরে ‘ওয়ালি’ (প্রধান তত্ত্বাবধায়ক)-ও নিযুক্ত হতেন। বাংলার সুলতানের মন্ত্রী, সেক্রেটারী, এমন কি সেনাপতির পদেও বহু হিন্দু নিযুক্ত হয়েছিলেন।
সুলতান ইলিয়াস শাহ হিন্দু বীরদের রাজা-মহারাজা উপাধি দিয়ে সেনাপতি পদে নিয়োগ দিয়েছিলেন।
দ্রব্যগুণের বিখ্যাত টীকাকার শিবদাস সেন লিখেছেন যে তাঁর পিতা অনন্ত সেন গৌড়েশ্বর বারবক শাহের “অন্তরঙ্গ” অর্থাৎ চিকিৎসক ছিলেন।
বৃহস্পতি মিশ্রের ‘পদচন্দ্রিকা’ থেকে জানা যায় যে, তাঁর বিশ্বাস, রায় প্রভৃতি পুত্রেরা বারবক শাহের প্রধান মন্ত্রীদের অন্যতম ছিলেন।
‘পুরাণসর্বস্ব’ নামক একটি গ্রন্থ থেকে জানা যায় যে ঐ গ্রন্থের সঙ্কলয়িতা গোবর্ধনের পৃষ্ঠপোষক কুলধর বারবক শাহের কাছে প্রথমে “সত্য খান” এবং পরে “শুভরাজ খান” উপাধি লাভ করেন, এর থেকে মনে হয়, কুলধর বারবক শাহের অধীনে একজন উচ্চপদস্থ কর্মচারী ছিলেন।
কেদার রায় ছিলেন ত্রিহুতে বারবক শাহের প্রতিনিধি, নারায়ণদাস ছিলেন তাঁহার চিকিৎসক এবং ভান্দসী রায় ছিলেন তাঁহার রাজ্যের সীমান্তে ঘোড়াঘাট অঞ্চলে একটি দুর্গের অধ্যক্ষ।
কৃত্তিবাস তাঁর আত্মকাহিনীতে গৌড়েশ্বরের অর্থাৎ বারবক শাহের যে কয়জন সভাসদের উল্লেখ করেছেন, তাদের মধ্যে কেদার রায় এবং নারায়ণ ছাড়াও জগদানন্দ রায়, ‘ব্রাহ্মণ’ সুনন্দ, কেদার খাঁ, গন্ধর্ব রায়, তরণী, সুন্দর, শ্রীবৎস্থ্য, মুকুন্দ প্রভৃতি নাম পাওয়া যায়। ইনাদের মধ্যে মুকুন্দ ছিলেন ‘রাজার পণ্ডিত’; কেদার রায় বিশেষ প্রতিপত্তিশালী সভাসদ ছিলেন এবং কৃত্তিবাসের সংবর্ধনার সময়ে তিনি কৃত্তিবাসের মাথায় ‘চন্দনের ছড়া’ ঢেলেছিলেন ; সুন্দর ও শ্রীবৎস্য ছিলেন ‘ধর্মাধিকারিণী’ অর্থাৎ বিচারবিভাগীয় কর্মচারী। গন্ধর্ব রায়কে কৃত্তিবাস ‘গন্ধর্ব অবতার’ বলেছেন, এর থেকে মনে হয়, গন্ধর্ব রায় সুপুরুষ ও সঙ্গীতজ্ঞ ছিলেন।
পণ্ডিতদের রাজসম্মানও অনেকটা রাজসিক ভাবেরই ছিল। রায়মুকুট বৃহস্পতি মিশ্র কেবল স্মার্ত পণ্ডিত ছিলেন না, তিনি রঘুবংশ, মেঘদূত, কুমারসম্ভব, শিশুপালবধ, গীতগোবিন্দ প্রভৃতি কাব্যের এবং অমরকোষের টীকাও লিখেছিলেন। গৌড়েশ্বর জালালুদ্দীন এবং বারবক শাহ তাঁকে বহু সম্মান প্রদর্শন করেছিলেন এবং তিনি উজ্জ্বল মণিময় হার, দ্যুতিমান কুণ্ডলদ্বয়, দশ অঙ্গুলির জন্য রত্নখচিত ভাস্বর উর্মিকা (রতনচূড়) প্রভৃতি পুরস্কার পেয়েছিলেন। তারপর সুলতান তাঁকে হাতির পিঠে বসিয়ে স্বর্ণ-কলসের জলে অভিষেক করে ছত্র, হস্তী ও অশ্ব এবং রায়মুকুট উপাধি দান করেন। বৃহস্পতির পুত্রেরা রাজমন্ত্রী-পদ লাভ করেন ; কিন্তু তা সত্ত্বেও তাঁরা দিগ বিজয়ী পণ্ডিতরূপে খ্যাতিলাভ করেছিলেন।
সমসাময়িক বাংলা সাহিত্যে ‘ছত্রী’ উপাধিধারী এক শ্রেণীর রাজকর্মচারীর উল্লেখ পাওয়া যায়; ইনারা সম্ভবত সভায় যাওয়ার সময় সুলতানের ছত্র ধারণ করতেন; মালাধর বসু (গুণরাজ খান), কেশব বসু (কেশব খান) প্রভৃতি হিন্দুরা বিভিন্ন সময়ে ছত্রীর পদ অলঙ্কৃত করেছিলেন।
সুলতানের চিকিৎসক সাধারণত বৈদ-জাতীয় হিন্দু হতেন; তাঁদের উপাধি হত ‘অন্তরঙ্গ’। কয়েকজন সুলতানের হিন্দু সভাপণ্ডিতও ছিল।
চৈতন্যদেবের একজন প্রিয় ভক্ত সনাতন সুলতান হোসেন শাহের মন্ত্রী ও সভাসদ ছিলেন এবং তাহার বিশিষ্ট উপাধি ছিল ‘সাকর মল্লিক’ (‘সগীর মালিক’, অর্থ ছোট রাজা)। সনাতন হোসেন শাহের অন্যতম ‘দবীর খাস’ বা প্রধান সেক্রেটারীও ছিলেন। হোসেন শাহ তাঁকে অত্যন্ত স্নেহ করতেন ও তাঁর উপর বিশেষভাবে নির্ভর করতেন।
সনাতনের অনুজ রূপ ও হোসেন শাহের মন্ত্রী এবং ‘দবীর খাস’ ছিলেন। বল্লভ (সনাতন-রূপের ভাই), শ্রীকান্ত (ইহাদের ভগ্নীপতি), চিরঞ্জীব সেন, (গোবিন্দদাস কবিরাজের পিতা), কবিশেখর, দামোদর, যশোরাজ খান (সকলেই পদকর্তা), মুকুন্দ (বৈদ্য), কেশব খান (ছত্রী) প্রভৃতি বিশিষ্ট হিন্দুগণ হোসেন শাহের অমাত্য, কর্মচারী, চিকিৎসক প্রভৃতি পদে অধিষ্ঠিত ছিলেন।
ঐতিহাসিক ড. রমেশ চন্দ্র মজুমদারের মতে “সৈফুদ্দীন ফিরোজ শাহই বাংলার প্রথম হাবশী সুলতান। অনেকের ধারণা হাবশী সুলতানরা অত্যন্ত অযোগ্য ও অত্যাচারী ছিলেন এবং তাহাদের রাজত্বকালে দেশের সর্বত্র সন্ত্রাস ও অরাজকতা বিরাজমান ছিল। কিন্তু এই ধারণা সত্য নহে। বাংলার প্রথম হাবশী সুলতান সৈফুদ্দীন ফিরোজ শাহ মহৎ, দানশীল এবং নানাগুণে ভূষিত ছিলেন। তিনি বাংলার শ্রেষ্ঠ সুলতানদের অন্যতম। অন্যান্য হাবশী সুলতানদের মধ্যেও এক মুজাফফর শাহ ভিন্ন আর কোন হাবশী সুলতানকে কোন ইতিহাসগ্রন্থে অত্যাচারী বলা হয় নাই।”
বাংলা সালতানাতের সর্বশেষ শাসক বংশ ছিল কররাণী বংশ। দাউদ খান কররানী (শাসনকাল ১৫৭২-১২ জুলাই ১৫৭৬) ছিলেন কররানী রাজবংশের এবং শাহী বাংলার সর্বশেষ সুলতান। তাঁর ৪০,০০০ অশ্বারোহী, ৩,৬০০ হাতি, ১১,৪০,০০০ পদাতিক ও ২০,০০০ কামানের এক বিশাল দুর্ধর্ষ শক্তিশালী সৈন্যবাহিনী ছিল। কররাণীদের শাসন কালে মুঘলরা বাঙালি সালতানাতের অবসান ঘটাতে দৃঢ় প্রতিজ্ঞ হয়ে ওঠে। ১৫৭৬ খ্রীষ্টাব্দের ১২ জুলাই সম্মিলিত মুঘল বাহিনীর সাথে সংঘটিত রাজমহলের এক ভয়াবহ রক্তাক্ষয়ী যুদ্ধে বাংলার কররানী বংশের সর্বশেষ শাসক দাউদ খান কররাণী পরাজিত ও বন্দী হন।
দাউদ খান কররানী প্রশংসনীয় সামরিক গুণসম্পন্ন শাসক ছিলেন। তাঁর সাম্রাজ্য হারানোর পেছনে মোগল সৈনিকদের সামরিক শক্তির শ্রেষ্ঠত্বের চেয়ে, যাদের ওপর সুলতান বিশ্বাস স্থাপন করেছিলেন তাদের বিশ্বাসঘাতকতাই বিশেষভাবে কাজ করেছে। রাজমহলের যুদ্ধে সুলতানের অন্যতম বিশ্বস্ত সেনাপতি শ্রীহরি কোন যুদ্ধই করেননি। সুলতানকে যুদ্ধে বন্দী করার পর তাঁকে, রাজপুত রাজাদের মত মুঘলদের অধীনতা স্বীকার করে নিলে, মুঘল সৈন্যবাহিনীতে মসনবদার পদ দেওয়ার প্রলোভন দেখানো হয়। সুলতান দাউদ খান দৃপ্ত কন্ঠে উত্তর দেন’ “বাংলার বাদশাহ এক আকাশের বাদশাহ ছাড়া আর কারও কাছে মাথানত করেন না।” তাঁকে মৃত্যুদন্ড দেয়া হয় এবং তাঁর ছিন্ন মুন্ডু আকবরের নিকট প্রেরিত হয় ।
সুলতান দাউদ খান কররাণী প্রজাহিতৈষী জনপ্রিয় শাসক ছিলেন। এদেশের কবি তাঁর নামে বিখ্যাত সুগন্ধি চাল ও তাঁর পছন্দের খাওয়া নিয়ে কবিতা লিখেছেন,
“দাদখানি চাল, মুসুরির ডাল, চিনি-পাতা দৈ,
দু’টা পাকা বেল, সরিষার তেল, ডিমভরা কৈ।”
মুঘল অধীনে বাংলা
দাউদ খান কররাণীর পতনের সঙ্গে সঙ্গে ২০০ বছরের গৌরবজ্বল বাংলা সালতানাতের পতন হয়। স্বাধীন বাঙালি জাতি অনির্দিষ্ট সময়ের জন্য পরাধীনতার শিকলে বাঁধা পড়ে। এরপর ধীরে ধীরে প্রায় সমগ্র বাংলায় মুঘল আধিপত্য প্রতিষ্ঠিত হয়। বাংলা মুঘল সাম্রাজ্যের একটি প্রদেশ বা সুবায় পরিণত হয়। এবং এই সময় থেকে বাংলার উপর হিন্দুস্থানি শোষন শুরু হয়।
বাংলা সন
খাজনা আদায়ের সুবিধার জন্য মুঘলরা নতুন এক ফসলি সন চালু করেছিল। বখতিয়ার খিলজির বঙ্গবিজয়ের পর এদেশে তৎকালীন প্রচলিত শকাব্দের পাশাপাশি প্রশাসনিক কর্মকাণ্ডে হিজরি সনের প্রচলন শুরু হয়। এই হিজরি সন চান্দ্রমাস অনুযায়ী হওয়ার ফলে ফসল তোলার সময়ের সঙ্গে রাজস্ব ব্যবস্থার সামঞ্জস্য আনা কিছুতেই সম্ভব হচ্ছিল না। সমস্যার সমাধানের জন্য সম্রাট আকবরের নির্দেশে রাজজ্যোতিষী ফতেহউল্লাহ সিরাজি চান্দ্রমাস ও সৌরমাস ভিত্তিক এক নতুন ক্যালেন্ডার তৈরি করেন।
আকবর সিংহাসনে আরোহণ করেছিলেন ১৫৫৬ খ্রিস্টাব্দে বা ৯৬৩ হিজরিতে। তাই যদিও এই নতুন ক্যালেন্ডার ১৫৮৪ সালে চালু হয়, কিন্তু সম্রাট আকবরের সিংহাসন আরোহণের স্মৃতিকে ধরে রাখতে ফতেহউল্লাহ ১৫৫৬ খ্রিস্টাব্দ বা ৯৬৩ হিজরি সনকে মূল ধরে নতুন সাল ‘তারিখ-ই-ইলাহি’ প্রণয়ন করেন। গণণা করার সময় ফতেউল্লাহ সিরাজি চান্দ্রমাসের আরবীয় মডেল ব্যবহার না করে, সৌরমাস ভিত্তিক পারস্য মডেল ব্যবহার করেন। ১৫৮৫ খ্রিস্টাব্দ থেকে ফতেহউল্লাহ সিরাজি প্রবর্তিত এই নতুন সাল ‘ফসলি সন’ নামে ভারতীয় উপমহাদেশে ব্যাপক ভাবে প্রসিদ্ধি লাভ করে। পরবর্তী সময়ে এ ফসলি সনই বাংলা সাল বা ‘বঙ্গাব্দ’ নাম ধারণ করে।
আদিতে তারিখ-ই-ইলাহির মাসগুলো ছিল যথাক্রমে ফরওরদিন, অর্দিবিহিষ্ট, খুরর্দাদ, তির, অমুরদাদ, শারেবার, মিহ্র, আবান, আজর, দয়, বহ্মন এবং ইস্ফন্দারমজ্। সম্রাট শাহজাহানের সময় মাসগুলোর নাম বৈশাখ, জ্যৈষ্ঠ ইত্যাদিতে পরিবর্তন করা হয়।
ইদানীং কতিপয় উগ্র ‘হিন্দুত্ববাদী’ বঙ্গাব্দ প্রবর্তনের কৃতিত্ব ব্রহ্মণ্যবাদী সম্রাট শশাঙ্ককে দিতে উঠে-পড়ে লেগেছেন। ঐতিহাসিক ব্রতীন্দ্রনাথ মুখোপাধ্যায় ‘বঙ্গ, বাংলা ও ভারত’-এ তিনি লিখেছেন, “..শশাঙ্কের রাজ্যের সর্বাপেক্ষা বিস্তৃত সীমানার মধ্যে তাঁর পরবর্তীকালীন এক হাজার বৎসরের মধ্যে তারিখ যুক্ত যে বিরাট সংখ্যক লেখ আবিষ্কৃত হয়েছে সেগুলিতে বঙ্গাব্দ ব্যবহারের চিহ্নই নেই।”
মুঘল আমলে কৃষি ও ব্যবসা বাণিজ্য
মুঘল আমলে সুবা বাংলা কৃষিতে ও ব্যবসা বাণিজ্যে প্রভূত উন্নতি করেছিল। পূর্বের সুলতানি আমলের কৃষি নীতি মুঘলরাও অনুসরন করে। দক্ষিণ বঙ্গের বিস্তীর্ণ অঞ্চল বন-জঙ্গল কেটে কৃষি জমিতে রুপান্তরিত করা হয়। একাজে ধর্মপ্রচার করতে আসা মুসলমান সুফি-সাধকরাই অগ্রণী ভূমিকা গ্রহন করে। মুঘলরা উৎসাহ দেওয়ার জন্য নতুন কৃষি জমির কয়েক বছরের খাজনা মকুব করে দিত। এতে ধানের উৎপাদন এতো বেড়ে যায় যে সারা ভারতে এবং ভারতের বাইরেও প্রচুর ধান-চাল রপ্তানি করা হত।
বাংলাতে অনেক পরিমাণ রেশম ও রেশমের বস্ত্র প্রস্তুত হত। নৌকা-নির্মাণ আর একটি বড় শিল্প ছিল। ট্যাভার্নিয়ারের বিবরণ থেকে জানা যায় যে ঢাকায় নদীতীরে দুই ক্রোশ স্থান ব্যাপি কেবলমাত্র বড় বড় নৌকানির্মাণকারী সূত্রধরেরা বাস করত । শঙ্খ ঢাকার একটি বিখ্যাত শিল্প ছিল। এ-ছাড়া সোনারূপা ও দামী পাথরের অলঙ্কার নির্মাণেও খুবই উৎকর্ষ লাভ করেছিল।
অষ্টাদশ শতাব্দীতে বিদেশী লেখকদের বিবরণে লৌহ শিল্পের বহু উল্লেখ আছে। বীরভূমে লোহার খনি ছিল। সিউড়ি থেকে ১৬ মাইল দূরে খনি থেকে লৌহপিণ্ড নিষ্কাশন করে দামরা ও ময়সারাতে কারখানায় লৌহ তৈরী হত। মুল্লারপুর পরগনায় এবং কৃষ্ণনগরে লোহার খনি ছিল এবং দেওচা ও মুহম্মদবাজারে লৌহ তৈরীর কারখানা ছিল।
কলিকাতা ও কাশিমবাজারে এদেশী লোকেরা কামান তৈরী করত। কামানের বারুদও এদেশেই তৈরী হতো। শীতকালে বাংলা দেশে কৃত্রিম উপায়ে বরফ তৈরী হতো। গরম জল সারা রাত্রি মাটির নীচে গর্ত করে রেখে বরফ তৈরীর ব্যবস্থা ছিল।
সপ্তদশ খ্রীষ্টাব্দে বার্ণিয়ার লিখেছেন যে “অনেকে বলেন পৃথিবীর মধ্যে মিশর দেশই সর্বাপেক্ষা শস্যশালিনী। কিন্তু এ খ্যাতি বাংলারই প্রাপ্য। এদেশে এত প্রচুর ধান হয় যে ইহা নিকটে ও দূরে বহু দেশে রপ্তানি হয়। সমুদ্রপথে ইহা মসলিনপন ও করমণ্ডল উপকূলের অন্যান্য বন্দরে, এমন কি লঙ্কা ও মালদ্বীপে চালান হয়।
বাংলায় চিনি এত হয় যে দক্ষিণ ভারতে গোলকুণ্ডা ও কর্ণাটে, এবং আরব, পারস্য ও মেসোপটেমিয়ায় চালান হয়।
যদিও এখানে গম খুব বেশী পরিমাণে হয় না ; কিন্তু তাহা এ দেশের লোকের পক্ষে পর্যাপ্ত। উপরন্তু তাহা হইতে সমুদ্রগামী ইউরোপীয় নাবিকদের জন্য সুন্দর সস্তা বিস্কুট তৈরী হয়।
এখানে সুতা ও রেশম এত পরিমাণে হয় যে কেবল ভারতবর্ষ ও নিকটবর্তী দেশ নহে সুদূর জাপান এবং ইউরোপেও এখানকার বস্ত্র চালান হয়।
এই দেশ হইতে উৎকৃষ্ট লাক্ষা, আফিম, মোমবাতি, মৃগনাভি, লঙ্কা সমুদ্রপথে বহু স্থানে চালান হয়।”
সে সময় ইউরোপিয় বণিকদের কাছে বাংলা ছিল সমগ্র পৃথিবীর মধ্যে সবচাইতে সমৃদ্ধশালী বাণিজ্যিক অঞ্চল। আধুনিক গবেষকদের মতে মুঘল আমলে বিশ্বের মোট উৎপাদনের (জিডিপির) ১২ শতাংশ উৎপন্ন হত সুবাহ বাংলায়, যা সে সময় সমগ্র ইউরোপের জিডিপির চেয়ে বেশি ছিল।
হিন্দুস্থানি শোষন-লুঠ
কিন্তু এই অর্থ সম্পদের প্রায় সবটাই হিন্দুস্থানি মুঘলদের হাতে লুঠ হয়ে যেত। মুঘল আমলে বাংলার সুবাদার ও অভিজাতরা নিজেদের হিন্দুস্তানী বলে পরিচয় দিতেন, বাঙালি বলে তারা নিজেদের পরিচয়ও দিতেন না । মুঘল সম্রাটরা দিল্লি থেকে সুবেদার পাঠিয়ে বাংলা শাসন করতেন। বাংলার আবহাওয়া এই সুবেদারদের পছন্দ ছিলনা।
বাংলা ভাষা ও সংস্কৃতির প্রতি তাদের কোন টান ছিল না। জনগণের কাছ থেকে খাজনা আদায় করে দিল্লির দরবার পাঠানোই ছিল তাদের কাজ। তারা কিছুদিন বাংলায় থেকে ফিরে যেত, যাওয়ার সময় ব্যক্তিগত ভাবে লক্ষ লক্ষ টাকার অর্থ সম্পদ সঙ্গে নিয়ে যেত। এই ভাবে ক্রমে ক্রমে বাংলা অর্থ-সম্পদ শূন্য হতে লাগল। অপর দিকে বাঙালির রক্ত শোষন করে দিল্লিতে, আগ্রাতে শাহি অট্টলিকা, প্রাসাদ, দুর্গ তৈরি হতে লাগল।
মুঘল সম্রাট ঔরঙ্গজেব দীর্ঘ ২৫ বছর দাক্ষিণাত্য অভিযান চালিয়েছিলেন, তার এই সামরিক ব্যায়ভার বাংলাকে বহন করতে হয়েছিল। “বাংলাদেশ হইতে নবাব মুর্শিদকুলী খাঁর আমলে উদ্বৃত্ত রাজস্ব গড়ে এক কোটি টাকা প্রতি বৎসর বাদশাহের নিকট পাঠান হইত। শুজাউদ্দীন প্রতি বৎসর এক কোটি পঁচিশ লক্ষ টাকা পাঠাইতেন। তাঁহার ১২ বৎসর রাজত্বকালে মোট ১৪,৬২, ৭৮,৫৩৮ টাকা দিল্লীতে প্রেরিত হয়। পূর্বেকার সুবাদারগণও এইরূপ রাজস্ব পাঠাইতেন এবং পদত্যাগ করিয়া যাইবার সময় সঞ্চিত বহু টাকা সঙ্গে লইয়া যাইতেন।
শায়েস্তা খাঁ বাইশ বৎসরে আটত্রিশ কোটি এবং আজিমুদ্দীন (আজিমুসসান) নয় বৎসরে আট কোটি টাকা সঞ্চয় করিয়াছিলেন এবং এই টাকাও বাংলা দেশ হইতে দিল্লীতে গিয়াছিল। অন্যান্য সুবাদার ও কর্মচারীরা কত টাকা বাংলা দেশ হইতে লইয়া গিয়াছিলেন তাহা সঠিক জানা যায় না । এই পরিমাণ রূপার টাকা গাড়ী বোঝাই হইয়া দিল্লীতে চলিয়া যাইত। এইরূপ শোষণের ফলে বাংলাতে রৌপ্যমুদ্রার চলন অত্যন্ত কমিয়া যায়।”
মুর্শিদকুলী খান বাংলার নবাব হওয়া পর একপ্রকার স্বাধীন ভাবে বাংলা শাসন করতেন, যদিও তাকে প্রতিবছর এক কোটি টাকা দিল্লিতে পাঠাতে হতো।
জমিদারী প্রথা
পূর্বের স্বাধীন সুলতানি আমলে যেখানে সরকারি কাজে বাংলা ভাষার ব্যবহার করা হতো, সেখানে মুঘল আমলে সরকারি কাজে ফার্সীকে প্রাধান্য দেওয়া হতে লাগল। নবাব মুর্শিদকুলী খানের আমলে ব্রাহ্মণ, বৈদ্য, কায়স্থ প্রভৃতি শ্রেণীর হিন্দুরা ফার্সী ভাষা শিখে নবাবের দরবারে উচ্চপদ অধিকার করতে লাগলেন। এদের মধ্যে কেউ কেউ নবাবের অনুগ্রহে জমিদারী লাভ করে রাজা, মহারাজা খেতাব পেলেন।
মুর্শিদকুলী খানের পরবর্তী নবাবেরাও এই নীতি অনুসরণ করায় অষ্টাদশ শতাব্দীর প্রথমার্ধে এক হিন্দু অভিজাত সম্প্রদায়ের সৃষ্টি হল। মুর্শিদকুলীর অধীনে ষোল জন খুব বড় জমিদার ছিলেন এবং ৬১৫টি পরগনার খাজনা তাঁরাই আদায় করতেন । ছোট ছোট জমিদার ও তালুকদারদের হাতে আরও প্রায় ১৬০০ পরগনার খাজনা আদায়ের ভার ছিল। ছোট বড় জমিদারদের প্রায় তিন চতুর্থাংশ এবং তালুকদারদের অধিকাংশই হিন্দু ছিল ।
